Introduction
The Team Commander is responsible for daily operations of armed Executive Security Team functions. Responsible for Operational Planning and oversight, Training and lesson plan development as well as deployment and control of operations within the Legislative Precinct and VIP security detail outside of the precinct within the Province of Manitoba.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Satisfactory Internal Security Screening
  • Satisfactory Criminal Record Check (including Vulnerable Sector Search)
  • Child Abuse Registry and Adult Abuse Registry Checks
  • Minimum of First Aid/CPR-Level C & AED Certificate
  • The ability to be available on a 24/7 on-call basis
  • A valid Manitoba Class 4.0 Driver’s Licence for operation of emergency vehicles as it pertains to The Highway Traffic Act

Qualifications:
Essential:

  • Successful completion of recognized law enforcement courses combined with experience in operational planning and tactics, such as Accredited Team Commander, Critical Incident Commander, Gold-Silver-Bronze (GSB) Public Order
  • Commander and/or Tactical Operations Commander
  • Experience in Canadian Law Enforcement/policing with an accredited Service, or military equivalent; Special Weapons and Tactics (SWAT), High Threat Close Quarter Contact, Urban/Rural Tactical Operations Response, Vehicle Response, Firearms and/or High Conflict Resolution Training
  • Proficient understanding on the Use of Force policies and applied applications in Policing and Law Enforcement within the Province of Manitoba
  • Strong problem-solving and analytical skills with the ability to make immediate critical operational decisions and control team movement in response to dangerous or sometimes life threatening high stress situations
  • Management experience with responsibility for human and financial resources including demonstrated financial acumen with experience managing program and operational budgets and their activities
  • Thorough understanding of The Criminal Code of Canada of the Powers of Arrest and The Canadian Charter of Rights and Freedoms
  • Strong verbal communication skills
  • Strong written communication skills
  • Effective interpersonal skills with the ability to develop positive relationships with internal and external stakeholders
  • Ability to develop, implement and maintain procedures, operational guidelines and training to monitor its effectiveness
  • Ability to work effectively in a team environment
  • Ability to work under pressure and meet strict deadlines

Desired:

  • VIP protection training and experience an asset
  • Tactical combat medical training an asset

Duties:
The Team Commander must provide leadership and expertise regarding a full range of complexity involved in operating an armed Executive Security Team within the Legislative Building and Precinct. The Team Commander must provide guidance and critical decision making and demonstrated proficiencies in achieving the mandate and goals on behalf of The Chief Legislative Security Officer on authority delegated under The Legislative Security Act. T his position is also responsible for administrative functions and operations of the Executive Security Team, ensures effective and efficient deployment of resources, and provides advice and expertise regarding a full range and complexity of security concerns/ challenges within mandated policy.
