Introduction

The Law Enforcement Review Agency (LERA) is an independent civilian agency established under The Law Enforcement Review Act to investigate public complaints of abuse of authority by municipal and local police. A registrar, clerk and two investigators assist the commissioner of LERA in handling complaints about municipal and local police conduct that arise in the execution of police duties. LERA does not investigate criminal matters. Such matters are referred to the appropriate law enforcement agency. The Act provides several ways to resolve complaints: informal resolution (mediation); admission of disciplinary default by therespondent police officer; or where evidence exists, referral to a Provincial Court judge for public hearing.

  • Ability to travel within Winnipeg and surrounding areas as required
  • Ability to work flexible hours / Ability to work overtime hours when required

Qualifications:
Essential:

  • Extensive experience working in an operational policing environment conducting criminal, statute and other investigations
  • Experience conducting in-depth investigative interviews
  • Experience with conflict resolution and problem-solving with the ability to de-escalate volatile complainants
  • Ability to work independently with a high degree of initiative using discretion to make sound judgements
  • Effective verbal communication skills with the ability to present to various stakeholder groups
  • Excellent written communication skills with the ability to create letters, high quality detailed investigative reports andreference documents for executive management and other partners
  • Effective interpersonal skills with the ability to foster and maintain positive working relationships with lawyers, doctors andpersonnel of various levels of government departments and agencies
  • Experience conducting research, analysis and legal interpretation relative to investigations
  • Experience managing highly confidential and sensitive material
  • Working knowledge of the enforcement of applicable federal, provincial and municipal statutes and regulations
  • Ability to pay attention to detail and ensure accuracy of work

Duties:

The two LERA investigators are delegated the investigative powers of the Commissioner as provided by The Law Enforcement Review Act. An investigation includes all public complaints of alleged on-duty police misconduct to ascertain if there is evidence tosupport an allegation of misconduct (disciplinary default). The investigators may find that the complaint might require referral for acriminal investigator if evidence of a criminal offence committed by an officer is revealed during the LERA investigation. Aninvestigator may also participate in public speaking engagements and training seminars to educate and enhance the public profileof LERA.
