This contract position with an anticipated start date beginning immediately, with the start date to be determined. The First Nations Chiefs of Police Association (FNCPA) is looking for a project communications strategist to assist FNCPA in a communications strategy to bring First Nations policing to the forefront as an essential service in Canada.
The successful candidate will report to the Executive Director by researching information regarding establishment of legislation that recognizes First Nations policing as an essential service, including providing advice to the FNCPA Executive, to ensure that legislation would ultimately meet the needs of First Nations police services.
Duties:
- This position also includes providing support to the Executive Director for the development of proposed legislation recommendations for First Nations Police Services to attain essential services status in policing.
- This position works along with the Project Coordinator/Researcher in a team environment to provide reporting recommendations to the Executive Director.
- Review and research on past public safety policies and programs in the Canada in response to the development of legislation.
- Research and data collection of data for all First Nations Policing Program Services in Canada with focus on shortfalls and gaps. Collection of data on the essential needs of First Nations Police Services regarding lacking First Nations police service funding, police services that are all chronically underfunded, with equipment, infrastructure, officer retention, and salaries.
- Work with the Executive Director on preparing communications to communities that would like to participate in the “program” with the establishment of their own police service.
- Assist the Executive Director in the development of a communications plan for essential service
- Follow First Nations police issues and trends in assessing impact of communication plans.
- Oversee that project follow guidelines and are delivered on time.
- Assist and coordinate with the Executive Director and FNCPA to develop communication strategies.
- Supervise and estimate success of media campaigns and report them to the management regularly
- Maintain strong media ties and utilize the same for promotions.
- Draft promotional content for the media and the web.
- Present regular reports to the Executive Committee

Qualifications:
- University degree or comparable degree, or equivalent combination of related education, training and experience may be considered.
- Knowledge of federal, provincial and First Nation governments, structures, and systems.
- Knowledge of law enforcement with police service administrations, police officers, service providers
- Knowledge of the Justice system and its related acts and regulations with First Nations Police Services.
- Knowledge of policing and public safety; priorities and trends in First Nations policing across Canada
- Knowledge of First Nations cultures and traditions.
- Experience providing advice to senior management.
- Strong interpersonal skills with experience in building relationship with internal and external partners in the law enforcement community
- Legally entitled to work in Canada.
- Available to work varied hours.
- Travel in Canada when required (at least 4 times per year or more, for Executive meetings and reporting to membership).
- Valid Driver’s Licence and a vehicle, or access to a vehicle.
- Satisfactory Criminal Record Check and Child Abuse Registry Check
Other:
- Minimum of three (3) years related work experience preferred.
- Excellent oral and written communication skills.
- Working knowledge of operating computers and software applications
- Bilingual (French and English) is an asset.
Salary: Salary is dependent upon qualifications and experience.
